Parsons is seeking a highly experienced Construction Manager - Air Traffic Control Tower to oversee the construction of the Air Traffic Control Tower for a large-scale airport development program. This role requires deep understanding of airport infrastructure and unique ATCT challenges. The ideal candidate ensures on-time, on-budget delivery compliant with aviation standards.

Lead and manage overall ATCT construction, following approved design, scope, and schedule. Develop construction strategies, policies, and procedures aligned with client objectives. Ensure seamless integration of design, procurement, construction, commissioning, and handover.

Oversee master construction schedule, site preparation, foundations, structural work, electrical, and systems installation. Monitor progress, performance, costs, and risks, implementing recovery actions and mitigation strategies. Coordinate with contractors, airport authorities, consultants, and agencies as primary stakeholder contact.

Maintain highest safety standards through audits, training, and safety-first culture. Implement quality management with inspections and corrective actions. Prepare progress reports with KPIs and safety metrics for project leadership.

Requirements

15+ years of experience in construction management
Proven success in managing complex aviation projects
Deep understanding of airport infrastructure, specifically the unique requirements and challenges of constructing an ATCT
Strong focus on safety, quality, and timely delivery
Expertise in aviation standards and regulatory compliance for ATCT construction
Experience evaluating contractor schedules for aviation-specific requirements
Knowledge of risk assessment and mitigation in airport construction environments
Ability to manage procurement, quality assurance, and stakeholder coordination in large-scale projects

Responsibilities

Lead, manage, and oversee the overall construction of the ATCT, ensuring the project follows the approved design, scope, and schedule
Develop and implement construction strategies, policies, and procedures to ensure project alignment with client and project objectives
Ensure seamless integration of various project components such as design, procurement, construction, commissioning, and handover
Oversee the preparation and review of the master construction schedule, ensuring alignment with project milestones and client timelines
Coordinate all activities related to site preparation, foundations, structural work, electrical, and systems installation for the ATCT
Monitor progress and performance of construction activities, identifying delays, recovery actions, and mitigation strategies
Oversee all cost management aspects of the ATCT construction, ensuring the project stays within budget
Ensure the highest standards of safety are met during construction activities, adhering to local and aviation guidelines
